Under the hood generally meant that the vehicle stayed state side
All the early military cars, ( im guessing to mid 1940) had the number under the hood and a USA liscence plate with the USA reg number on it,
This included all the Dodge VC command cars and carryalls

Thank you Ernie, is there any where these numbers would tell me where it was stationed?

No
the only way you could find that out, is if you are lucky enough to find unit markings on the bumpers
