The term isn't scientific or anything and not documented so it's up to owners to give their opinion....to me, the first contract up to GPW-15000 would technically be VEP. However since GPW motors give a jeep their serial number it would be possible to have a First Contract GPW with a serial humber HIGHER than 15000 and conversely, one with a LOWER serial number be a second contract GPW.
so...to answer your question...NO..... GPW-21282 would not be a VEP GPW....but it is still borderline EARLY by all means. Some may consider a mid-1942 GPW as "Early" also. As I said...this isn't anything written in some manual....
