Why arent new-style SCEPTER fuel cans sold comm'lly in USA?

Why arent new-style SCEPTER fuel cans sold comm'lly in USA?
they're on epay used mostly but why are they not available in NAPA etc. like they are in Canada where they are manufactured.....
is it cuz of the a**holes at the Consumer Prod SC and their crap rules about fuel can spills. The valves they required in the Blitz cans are SH*T presumably because osme jerk fuels his lawn mower while running and spilled gas on the deck and burned himself and the mower up....Darwin needs to operate there not the CPSC....worthless entity.

You can blame the California Air Resources Board (CARB) for the no-spill nozzles.

There was also a Congressional bill co-sponsored by Missouri Senator Claire McCaskill a few years ago that required portable fuel cans to have child resistant closures that also killed US sales.
If Scepter would market them for racing like VP does they could avoid the safety closure and the no-spill nozzle. https://vpracingfuels.com/product/round ... container/

These young guys they send to work with me have literally never been shown how to do the simplest tasks, and have zero problem solving skills.
This week I had a 20-something guy that could not use a bucket.
We stuffed some extra sod into a 5 gallon bucket.
When we returned to our compound, I asked him to dump the bucket.
He grasped the bucket by the sides, and turned it upside down.
Gravity caused the bucket's bail to drop towards the ground.
The sod began to exit the bucket until it encountered the bail blocking its path.
He shook the bucket with much vigor, but the bail would not give in.
He kept shaking the bucket and still the sod would not come out.
About the time I started to suggest he might want to try a different method, the sod split where it contacted the bail and fell to the ground.
I don't think he ever realized what the problem was.
The sad part is that this really happened.
At this point, I'm wondering if he could successfully pour liquid from a bucket.

Blitz met the carb regulations. My newest can had all that jazz. Pretty easy to rip it all off and have a standard can though. There were two incidents that they lost civil suits back to back. The second one was their can was used to directly pour fuel onto open flames. I use a Super Siphon and don't even own a nozzle for my cans. The metal cans are my favorites. I just bought a plastic one at Costco for $13.00 it looks good but I haven't tried it yet.
