Identification help

Just picked this guy up. Was hoping yall could help me identify a marking I believe to be original, but have no idea what it is. It has P.W.D N.O.B on the driver side front panel. I am also not sure what Mosel truck it is. Any help would be greatly appreciated. Pictures to be uploaded shortly.

Here are the pics, I believe I have found that it is an early WC-21 with chassis number 81500636 and a Navy hood number of USN 262232. Based on the chassis number and the P.25 pic I uploaded, I believe it was the 636 1/2 ton to roll off the assembly line in 1941, but based on the delivery date on the bed tag, not delivered until late 1941. Again, I am really curious if anyone might know what the P.W.D. N.O.B stood for on Navy Vehicles. Thanks in advance for your help.

Another question. The engine installed is a T207, as identified by the stamp number shown on the above pictures, but this vehicle has the 14" rear drums and I found that a T215 engine should be installed if that was the case. Is it possible to have an early wc-21 with the T207 engine? Again, this was a Navy used truck.
In case you were wondering, I did find 2 possible meanings for PWD NOB. PWD could stand for Psychological warfare division or Public Wroks Dept. The NOB stands for Naval Operating Base.
