Maryland Military Vehicle law

Discussion of Local, State, and Federal issues regarding MV Legislation, MV use restrictions, MV registration refusals, etc. As these issues may ultimately affect other jurisdictions, information and education of all MV owners is crucial for the future ownership and use of our MVs.
This is not a board for Political discussion.
This is not a Q&A Forum on how to title or register a MV.

Posted this on SS and I figured I better post here as well. Through some back channel conversations with the Maryland State Police, I have been informed that how they, and the Maryland MVA will handle ALL former military vehicles in the future is a topic that will be vetted very soon. The resulting policies and recommendations will likely be used to alter the Maryland Code. The MSP representative I am dealing with is aware of my involvement in the hobby and has asked if I would provide input and recommendations going forward. At this early stage, I'm not sure if this was a casual request or if a formal committee will be formed. Of course I agreed, but I want to make no missteps that would have state wide or national implications. I have prior experience in State law, policy and lobbying, but this is new territory for me. I have reached out to the MVPA and I am waiting to hear back from them. Also, I do not intend to hold in depth, revealing or potentially damaging open conversations on the boards, so PM me if you have direction. I am in the process of researching other state laws and regulations in preparation of these discussions, but I know there are other considerations that must be taken into account. As you all know, once these laws are on the books, changing them is difficult. This may be our chance to help shape any future proposed policies or legislation in MD.

Still waiting to hear from the MVPA, I've emailed them at HQ as well as the two MD principals. If anyone knows them, please alert them to this. Some of the SS members have contacted me and I continue to gather information as my schedule allows, but I need help. PM me. Best, Lionel

Lionel,
Kevin Lockwood ( memberlist.php?mode=viewprofile&u=3973 ) played a part in getting Kansas to accept MV's, and is/was an MVPA Board Member.

Hi Lionel,
I'm on here too. I'll second that Kevin Lockwood is a really good (and knowledgeable) guy to work with. I don't know his current status within MVPA however.
In the past, the MVPA has been somewhat reluctant to engage in state issues. Can't say whether their stance has changed recently.

Ben, No problems at all. Two lawfully titled and tagged Humvees. The conversation starter was informal and not part of my normal business with the MSP. It was they who asked me for input.

My only personal interest here is to preserve our right to continue enjoying our hobby and to avoid any draconian measures like tag or title revocation as is being threatened in other states.

You better be very careful about what is said and or agreed about. I would see if meetings are transcribed or recorded for verification. Your presence there lends legitimacy to whatever rule changes that they implement no matter how good or bad. They will point to owners involvement in the process as proof that the rule changes are reasonable.

After a great conversation with Kevin Lockwood, on his advice, I am seeking another enthusiast of the hobby here in MD. who is active or retired military or law enforcement to join me in these discussions with MSP. The higher ranking, the better.

The MVPA should be active in these state legislative issues, AFAIC it directly affects the very nature of what the mvpa is all about...preservation!
I've said it before...FMV laws should only apply to those vehicles kept correct, not rhino lined, painted with racing stripess and rock star rims. I have no problem with having FMV laws that have the same restrictions as "classic car" status.
While this varies state to state, it needs to be something the MVPA has in a "canned" proposal.
I will bet you dollars to donuts if this threatened the titling of MB/GPW and any/all WW2 vehicles they would be doing something, as it would jeopardize there very existence.

Sorry, but the MVPA reminds me of the NRA...they have done nothing for me where I live.

Actually, Kevin Lockwood, President of the MVPA and Board Member Dan Dolan have been most helpful with their guidance and recommendations.

Ok, the latest in Maryland is that MSP is taking no position on military vehicles and will follow the MD MVA's policy, which seems to be no policy at this point. Apparently someone from the Frederick area of Md. has an MV with no title or transfer papers that is raising holy **** over the fact that the State won't issue him an assigned vin, and won't title without proper paperwork. It only takes one I suppose to get bureaucrats to start looking. I suppose at this point there are two options. 1, leave it alone and see what happens, or 2, get proactive with the legislature in crafting protective legislation. More to follow.

There needs to be more then Guidance on these issues...the club has to have a purpose, one of these purposes is working possible legislation that would directly impact the clubs reason for existence.
In Calif we have the CRPA, Calif rifle and pistol assoc, they are the ones "not the NRA" that fight Sacramento via the courts and legal briefs on the gun legislation.
