It is known as BAR, Bumper, front.
Long one is Willys # 808969
Short is Willys # 801386
M-38 had a wood filler, M-38A1 did not.
The long bumper was introduced sometime in 1952 on the M-38A1,most likely to reduce off road damage to the M-38A1 Fenders from small diameter trees and brush during off road travel.
Many of you will note the repairs to the fronts of M-38A1 Jeep fenders, they bend and tear easily.
During driver training we were advised that the M-38A1 could knock down up to 1-1/2" diameter trees, and the 5-Ton 6X6 could knock over up to 7" trees.
The CJ longer bumper was introduced with the 1955 CJ-5. CJ-5 Bumpers were riveted to the frame unlike the M-38/M-38A1 which was bolted.

There is a difference in the details of fastening the 1955 thru 1971 CJ-5 bumpers and the bumpers of the M-38A1 to the frame, greatest difference is that the M-38A1 bumper is bolted to the frame and has special holes for the lifting shackles and that the CJ-5 (1955 thru 1971) is riveted to the frame.
